And Voldemort is a Legilimens--that's canon. So he could have easily plucked the information about the secret keeping from Peter's mind. I don't see Peter being great at Occlumency.

I would suggest that possibly the way for Peter to start atoning in Sirius' eyes would be for him to tell Sirius the story, or at least the facts, so that Sirius at least knows what happened that night. Sirius is a softie -- he was really very fond of Peter at school -- and it would be hard for him to be deliberately cruel to one of his best friends if he saw what Elizabeth saw tonight.

The main problem Peter has with telling Sirius what happened on Halloween 1981 is that he fears that Sirius will believe he's lying or making excuses. He remembers what happened far too clearly--the process of his turning and Halloween 1981 have been the stuff of his nightmares for years--and he refuses to make excuses any longer.
The only thing I can think of that would get Peter talking to Sirius about what happened would be if Sirius started telling someone a reasonable but incorrect version of Halloween 1981 in which Peter was a willing, even eager servant of Voldemort. Peter freely admits what he did, but he doesn't want to be blamed for something he didn't do.
Incidentally, Peter DOES have an explanation for his actions in GoF that fits with canon, should Sirius ask him why he cut Harry and cut his own hand off to restore Voldemort.
