Elle doesn't really know anything about horoscopes and doesn't care to, but that's mostly because it's a part of culture she doesn't really understand. She doesn't have any opinion on the potential accuracy of it because she hasn't really even thought about it enough to get to that point. To her, it's no different than religion or magic, both of which she's seen in some form in the Bar.
In the BSG universe, the zodiac is actually very important, though there's nothing really like zodiac-based astrology, exactly. The signs of the zodiac are the names of the original Twelve Human Tribes of Kobol, for which the Twelve Colonies of Kobol are named. They aren't recognized as constellations exactly, though it's eventually known that from Earth, the symbols of the Twelve Tribes are visible as constellations ("The scriptures say that when the thirteenth tribe landed on Earth, they looked up into the heavens and they saw their twelve brothers."). As far as I can remember, there are no particular associations with the tribes in terms of fortune telling, though the Colonies themselves have different characteristics (Caprica is affluent and powerful, Sagittaron was relatively poor due to a history of being exploited by the other Colonies, etc.). Obviously no one would have an astrological sign, though humans would be associated with their home Colonies. But I play Cylons, so... that doesn't count either. Caprica is named for the colony Caprica, which is in turn from the human tribe's ancient name Capricorn, and Sharon Agathon has false memories of living on a mining colony near Aerilon, named for Aries, but both were created in a Cylon space hub thing.
Emerson generally thinks horoscopes are nonsense, like any sort of fortune-telling. (He does, however, have some superstitions, particularly those about good and bad luck.)
