Mike, Raph, and Splinter all know how to swim by virtue of being animals that instinctively know how to do so.
Having said that...they are less good at it now that they're human. A good bulk of Splinter's swimming power came from his tail, which he hasn't got anymore. Mike had a bad incident in his bathtub that has instilled in him a rather sizable fear of drowning. No...seriously, it was a thing.
Aang and Bumi can both swim. I assume swimming is something that Aang learned in the Air Scouts, and Bumi learned from his father.
The Loompas have varying skill when it comes to swimming, depending on the Loompa. I imagine Braids needs water wings.
Ida probably has a submarine function somewhere, but for some reason I see her more as the type to just walk along the bottom of whatever water hazard she might come across.
