I haven't read all the comments yet and I am le tired, so mea culpa if I say something someone else has already said. I just wanted to say a) I love this idea! All of mine are totally up for grabs, and b) regarding your A point, particularly the issue with time zones, I do have an idea.
Milliways has done "car keys" plots in the past, where basically you're paired up with three random pups and you have an allotted amount of time to tag those three pups. The idea is to get pups/players to reach out a bit. I have been sorely missing these, but not having the time and energy to head one up myself I haven't been pushing for one. What would happen if you posted a backroom "sign-ups" sheet in the vein of a car keys post, but have sub-threads for time zones? That way people can tag under their time zone (ie: "Britain (GMT)" "Eastern US (GMT-5)", etc.), state their hours of availability, pups on offer, etc. Then it can be up to you whether you or a team of someones assigns pairings, or if you leave it open for other players to "claim" that person (ex.: I tag under "Eastern US (GMT-5)" and offer Porthos, then the first player to comment saying "I'd like X character to be handcuffed to Porthos" is the winner).
In the case that this made sense and sounds good, I'll totally offer my services in helping to assign pairings if needed. Otherwise ... words what are they, where is my bed? zzz.
