REASONS WHY YOU DON'T GET COOKIES:

a) if he were undercover and his papers were taken by a crook, he would probably not still be with them when they were arrested, and

b) true, it could count as an arrest - but not a real one! He'd only have to give his name to the cops, and they could check him out.

I'm racking my brains for a real thing he could/would do that would get him genuinely put behind bars. For his actions, not for a mistake/misunderstanding.

Lol, if Gavroche stole his clothes, he would not run after him in a sheet. He'd know he had little hope of catching the little bugger. He'd write a note for the nearest police post, requesting help, and give it to a gamin to deliver for him.
