Because she seems to have the power of rule in Fabletown (er, whether she really does or not, I don't know the canon, sorry), and is pretty/beautiful, but is not always as expected. (Hence the odd choice of a queenly thing -- that's the actual name for it, though, apparently.)

Fits in well enough with cannon; she's not really the mayor, but she is the unquestioned leader of Fabletown. I mean, the one who gives the inspirational speech before a battle is the leader, right? And she is technically a queen(probably) since she was a princess and I think her stepmother is dead in Fables-cannon. Can't say for sure, really.
