About those packages...
My gifts to the people on my list are courtesy of DJ Zero, myself, and all my fellow characters on
aberranteyes' City of {Heroes,Villains} account. They give whichever of the presented options you think your pup most needs or deserves. The Holiday Stocking Cap should be self-explanatory, but the others require a little elucidation, given the degree to which they're based in CoX game mechanics.
250 Inf* or 250 Prestige depending on SG Mode: Since these would only be spendable in Paragon City and/or the Rogue Isles, I recommend replacing it with a gift certificate good for a meal on my tab. Unless you're expecting to go to Paragon as part of plotty goodness sometime in the future, of course.
Build Snow Beast Temporary Power: May be invoked, once, whenever you decide to. Given the vagaries of millitime, I don't recommend enforcing the 5-minute duration in real time. (An alternative might be to have it only last for one thread of conversation.) It can't follow you through the Front Door, whichever side you're coming from.
Snowball Temporary Power: Snowballs for the throwing whenever you want, for the 12-day duration of the power.
Jingle Jet Temporary Power: Like the in-game models, this holiday rocket pack is available for 30 days from the opening of the present. When not in use, it goes into hammerspace.
They may also give one of the treats awarded for completing Father Time's mission.
The presents are also, for the most part, hopefully self-explanatory. Based on the experience of one of Austin's villains** with the Gift of Life, I'd say the Gifts of Defense, Energy, Life and Power are each roughly equivalent to a third-tier regular inspiration. (There may be other gifts based on the other inspirations; just because Cryptic Studios haven't implemented them doesn't mean you can't.)
The Gift of Experience is another thing that depends on CoX game mechanics. In this case, I recommend replacing with the Renewel [sic] of Light power. (Unless you're getting that in your Mystery Gift, of course.)
A Lump of Coal makes a suitable penalty for opening the present when it's not a situation of real need.
* Influence for good guys, Infamy for bad guys.
** Spiny Norman, lvl 21 spines/regen stalker on Liberty.
