Addition to the Joe Manco Fund

So, now Mel's back in the bar, and sane and from the right timeline, she's having to deal with the crazy amount of money Rachel deposited on her tab while she was absent. She has done this by donating it all the the Joe Manco fund, with a small stipulation about who it covers

Which means: if your pup is sixteen or under, and don't already have an adult covering your tab, it is, for now at least, is completely covered. Anything they give to the bar will instead be used as a donation to the fund.

Adults eligible for coverage by the Joe Manco fund (bound or dead with no way of paying the tab) are unaffected.

This is with the knowledge of at least one bar-mod, so I'm guessing I'm OK on that front?
