Mostly, anyway. We have a large number of people who relocate here from California and Texas who all seem to end up having to learn the lesson of "just because you have an SUV does not mean that your brakes will work on snow and ice, no really," but aside from that it's pretty good. :) The city knows how to handle it, streets get cleared, etc. and so forth.
Also the lower humidity helps a lot. It can be bitterly cold by the thermometer, but it doesn't feel that way.
