(As with Ingress, Amy's family would top her list, but they're all NPCs. So if we limit it to Milliways . . .)

1. Professor Merriman Lyon. The first person Amy thinks of in any crisis, even if it's just to try to figure out what he'd suggest she'd do. And the namesake of her oldest son.

2. Ingress. Dear as one of her own children, and the reason Amy wasn't half so frightened about motherhood as she would have been otherwise.

3 Tom Riddle. For infinite kindnesses shown to Amy and her family, and for knowing how to keep the tea from spilling.

4. Door. Because every queen needs a friend who understands, and Door just gets it, even if they don't hanve the opportunity to talk as much as Amy would like.

5. Meg Giry. Because every queen needs a friend with whom to throw kitchen parties, have flying carpet picnics, shop, and laugh.

6. Logan Echolls. Who took her to see the ocean (and the mall) and has been a friend ever since.

7. Henry Wellard. Who, yes, has tended to require an absurd bit of looking after, but who has also been a very good friend.

8. Mal Reynolds. A good person to know, and another of the people Amy would ask for advice in a crisis.

9. Susan Delgado Allgood. Two years and more gone, yes, but as far as Amy's concerned, Susan's with her everyday, a guide and a balance and a comfort.

Malcolm. It was a hard stretch of time, not seeing him, not hearing from him. Milliways gave them the opportunity to know each other again, and she remembers that every day, as much as possible.
The crew of Serenity. For looking after Malcolm when Sallie can't.
House of Arch folk, because I cheat and throw them in one group. They gave her someplace to be Not the Boss (even if she is an authority figure, a little) and have fun away from home. She doesn't even feel guilty about that, which is new.
Ennis and Jack. If folk are going to be alone, there's no reason why they can't be alone together.
Lilly Kane. Sometimes old ladies need a younger one's perspective.

Mal:
Inara. Uh. Nuff said, I think.
Crew. See above.
Susan Delgado Allgood and Lilly Kane. I think Susan and Lilly were the people that showed Mal family can exist in non-crew forms. Mal's connection to dead blonde girls never ceases to amaze me.
Caspian. See also dead blond king seamen.
Ingress. Someday, if Mal is very very lucky, he'll have a daughter like Ingress.
