Quick question-

I've got a vague idea of what the Post-Milliways and Pre-Milliways link things are, but I'm not completely sure. Also, when do you make them? Are they just random diary entries for the characters?

Sounds like you understand it pretty well. Yes, they're basically journal entries by the characters, and the Pre and Postmilliways tags are basically so people know when in relation to what's going on in the bar these things were posted.
Generally they're written in your journal, and linked to ways_back_room.

Pretty much. Essentially, they're what your characters would be doing/writing in a journal/thinking at any given moment in time. They're posted in your character's own journal, and then linked to from Milliway's proper. There's no specific time for them to be made, nor, in fact, do they have to be made at all. They're just useful for showing, for example, the effect a conversation/event/whatever has had on a character.
