Data would have no qualms going to anyone about anything. In canon if he's not talking to Geordi or Counselor Troi, the person he tends to go to most often seems to be Worf, actually. They both take each other's questions and problems very seriously, and have had a lot of great discussions during the series.

Lore doesn't talk to anyone about problems or anything personal. He's more of a go-out-and-take-care-of-it-himself kinda guy.

Rose, depending on what it was, would probably go to Esme or Carlisle. And of course they'd both be very supportive while giving her the answers she needed to hear, even if they're not necessarily the ones she wants to hear. So she might get a little standoffish about it, but she'll eventually admit they were right and be grateful.

Eiji wears his heart on his sleeve. He's the kind of kid who would take a Very Personal Matter and blab it to whoever on his team happened to ask, and then get upset if they didn't keep it a secret.

Julia, like Lore, doesn't see the point of talking about personal matters, and prefers to solve things herself. She doesn't talk to counselors and she'd rather discuss more general subjects (science, etc.) with her friends.

Frederick (whom no one has met yet) would also rather steer clear of personal issues. He prefers to keep things on a casual level, even with those he considers to be his closest friends.

As much as he tries not to be, Scorpius tends to be a talker so he could go to a couple of people and talk about stuff. But, it depends on the person and the matter about how honestly he'd go about it/how much he'd be willing to divulge and, these days, for a boy his age, all matters are on the Very Personal side so it really just depends on the person.

In Milliways,

parkerlee would probably be a top choice for him if he was actively seeking someone out for serious advice. She, evidently!, can get things out of him even when he otherwise might be in denial about anything being wrong. She's the older, wiser, hot mentor-figure. He really listens to what she has to say so it has generally played out well before.

Outside of Milliways, Scorpius would do what he's always done: Not talk about it. If he can't talk about it with his best mate, he doesn't have anyone he'd be willing to go to. He used to be close with his mum, but he has trouble talking to his family about anything these days, regardless of it being a Very Personal Matter or not.

Hm.

This... is not really Felix's style. I'm not sure what sort of advice you're thinking of, but Felix probably wouldn't be seeking out someone to talk to; he'd internalize the issue and brood over it. Not as much as Kain would; I don't go for the angsty!Felix characterization that some people like, but there's certainly an element of canon to it.

As for Kain, if he talks to anyone (and this is unlikely) it would be Cecil.

Knox really doesn't have anyone he really can lead on these days (as he'll see while Rapunzel is away). Vicki Vale and some other reporter friends are okay, but not great for this sort of thing. He misses Rachel Grey.

Cy has Raven. Which is kind of funny given how little she thinks she usually cares about other people's issues.

Kirk has McCoy. And Spock, in a different way. They've never steered him wrong.

Gibbs would never really go seeking that sort of advice.

Charlie has Renee these days. He used to have Richard Dragon and Tot Rodor. He might even go to Sallie (assuming the topic isn't Sallie).

Ron tends to wear his heart on his sleeve, so if he's angry or upset, anyone in the general vicinity would know about it. But talking to someone about it, that's a toughy.

Harry would obviously be the first choice, but as it'd be a Very Personal Matter he can't talk to his best friend about that sort of leaves him stranded. Hermione might try to give him advice without his even asking for it? That doesn't count as talking to a best friend, does it? A best friend she may be, but he wouldn't be talking to her, she'd be talking at him!

Though, actually, if he was moody enough, anyone might try to give him advice without his asking for it, just to stop the brooding.

This! This is the only Amascut approved way to deal with your problems! Sure, taking your anger out on other people may be fun, but it's never as productive as stewing! At least for a little while!

Trowa wouldn't! Trowa's emotional issues, let me show you them. He might -- might -- talk to Heero or Cathy or Quatre, depending on the issue, but if we exclude the best friend, uh, no. (Therapist? Ahahahaha. The Gundam pilots REALLY COULD USE IT, and yet. Not that I think Trowa would trust any therapist enough to be usefully honest with them.)

River has a lot of confidants. I'll interpret the question in this case to say she can't talk to any of the crew; she still has Duo, Galadan, Gabriel, Regan (they're not really close, but maybe for the right kind of question), Anthy on the rare occasions she shows up, Boukephalos (uh, if she doesn't actually want an answer, given that he's a horse), Ingress if it's a question you can give to a preteen, Crowley (choice of two timelines!), Aziraphael (ditto, though Prior Fell is easier to get hold of)... the list goes on a lot, but I will stop there.

That said, River doesn't tend to actually ask for advice all that often. Which is partly her stubborn streak, and partly that trying to verbalize her feelings is usually a frustrating experience for all. (This is one reason Galadan might get boosted up the list: he's a psychic and can skip that step. On the other hand: he's Galadan. So, uh, yes.)

Hawkeye is another one who wouldn't, if she can't talk to Mustang or (depending on the question) Rebecca. She's also another one who REALLY SHOULD have a therapist, doesn't, and wouldn't open up to one much; I'm not sure Amestris has the concept, although heaven knows many of its citizens need it.

Lan might very, very obliquely guide a conversation to some vaguely similar topic. More likely, he would just repress it all, and consult ~his own sense of honorable behavior~ and personal code and all that, if he couldn't talk to Moiraine or Nynaeve or whatever Borderlands friends he might have left alive who are close enough for that kind of thing. Or, uh, very possibly even if he could talk to them. Lan is frequently not a talker. (Shocking, I know.)

Uzura, whom I really really need to play, would probably just ask a random passerby. She has a toddler's sense of social boundaries.

Trowa and Heero can talk about it using a complex system of meaningful silences and the length of stares.

In the same way it's like therapy. Which, for them, is sadly about as close as they ever get. Oh, kids.

(He totally would, though, in the way that Trowa talks about anything that's bothering him. Which is to say, incredibly obliquely, incredibly succinctly, purely in silences, or via some combination of the above. Heero speaks this language also, and has similar difficulty with talking about anything emotional ever. It's... handy?)

I use a tape recorder to talk out my problems, though I must say, having a heart to heart with the telly is a good stand in, as is the FM radio in the canteen, though it's not as good a listener as the telly. /canon

If X could not talk to Elle, she'd probably hit up Meg Ford or Parker Lee or Mr. Simmons or Pam at the diner (or possibly Tomas, which is hilarious to me I cannot even explain) or Bruce or Duo or Charlie or -- I could go on, but you get the picture. It's mostly because X, when she has a problem that she does not understand, has very little compunction about asking for help in figuring it out. She does not have much of a sense of personal privacy, for obvious reasons. She's learning how to get one, but -- for her, efficiency in figuring out the problem trumps discomfort, most of the time.

Nynaeve would. Um. Very stubbornly talk to no one about it. It is her problem, dammit.

Dean. Uh. Never talks about stuff. Ever. Canon says. Esp if you discount being able to talk to Sam or Bobby. Yeah.

Jordan would talk to Coyote if she could not talk to her parents. Or maybe Raguel.

Michael would also stubbornly not talk to anyone.

Galadan would not talk to anyone even if he could. Maaaaaybe River, but probably not unless there was some kind of compelling reason for it. Maybe Gabriel, too, but again, probably not.

Wonder Woman would talk to her gods. Or possibly one of her fellow Amazons, depending on the definition of 'best friend' that this question is using.

Raven would talk to -- depending on the scope of the problem he would either talk to Ace and Moiraine about it, avoid talking about it with Coyote, and then go plague the hell out of someone who is at least tangentially dealing with something similar. Just because.

And Sam -- uh. During his canon he would probably bring it up with Annie. If she was disallowed due to being his closest friend in his situation, then maaaaaaaybe he would pissily bring it up with Gene as a way to score a point in an argument. Somehow. That's about it.

Ben has pretty much everyone in the Marvel universe to confide in. I don't know if there is anyone he hasn't met. I think it would end up well but there will be a super villain somewhere and a fight to finish things off.

Jessica really only confides in Ms. Marvel. She might try and talk with Wolverine. Spider-Man I am sure will try to get her to talk with no success.

Val wears her heart on her sleeve and isn't afraid to chat up anyone about her problems. Unless it's a cute boy.

Usagi actually has many friends who would help him in a heart beat but he is stoic and needs no one to confide in.

Santo has Anole or maybe X. The result would be annoying for which ever of them he talks to and might end up in a fight or bruised feelings.

Oddly enough, both Teja and Urq would go see Guppy. If it's something emotional, Teja might try to talk to Demeter and Urq to Dinah Lance, because they trust them; but that might fall under 'one of their best friends' and hence unapplicable. But if it's anything remotely physical or potentially embarrassing, Guppy would be who they'd go to.

Meg's best friend is Alain, and she's spent the last year or so learning that that only works if there's more or less nothing she can't tell him. But if we're talking short term and in bar, depending on the problem she might go to Parker Lee, X-23, Castiel, Edward Cullen (where, given the mind-reading, the word "talk" may or may not apply), or Kim. I think it generally goes well -- she's had a lot of practice at this point.

Anna is eleven, so she's pretty willing to talk to anyone, though less likely with boys close to her own age than anyone else. (They're weird, okay?) In bar, she thinks Dean Winchester and Jo Harvelle are the two most brilliant people ever, so if she were looking for someone, probably one of them. (But not The Man in the Coat. He needs a lot of advice, but he's probably not very good at giving it. He's also weird.)

Will would end up talking to Tuck if he couldn't talk to Little John or Robin about it or someone in Bar. His first go to in the Bar would be Doc then probably Guppy or Teja depending on the problem. If its more of his era, Teja.

Moist wouldn't ask anyone since sharing that kind of information is dangerous, but he might be ruffled and end up having Urquhart and Saffron soothe him. Telling them all the details of what's bothered him isn't his style at all.

Jane would probably end up asking for help in Bar maybe talking to any number of people and finding some new angles. At home, she'd talk to her sister Cassandra and maybe her brother Henry or her father.

Demeter is rather quiet about her inner thoughts and tends to share them with Malcolm. She's more the one that other people come to, which she prefers. She'd rather take care of people than be looked after, but if Malcolm's not around, probably Teja.

Sameth if he couldn't talk to Kait or Nick and didn't feel comfortable sharing it with Teja wouldn't talk about it at all. He'd just work a lot and sleep badly, its canon. When he was younger he talked to his sister, Ellimere but they haven't done that in years. He misses that sometimes and he does talk to his father, but it depends on what its about.

William doesn't really talk about what's bothering him that much anyway, but if he couldn't talk to his brother. I could see him trying to figure out how to ask Katya for help.

Tumnus it would depend on what was worrying him but there are few things he can't talk to Lucy about.

Carl would go to one of the guys he works with. Or possibly Liz, if he needed a female perspective.
Larry would either talk to Rebecca or Teddy Roosevelt (because his life is like that). Which I think is one of his problems between movies - Rebecca leaves and he drifts apart from the museum, and his son's nnnot so much useful for the advice thing.
Cosmo figures it out himself. XD So does Conflict Diamond. If it were that bad, she might talk to Moist.
Moist, if he can't talk to Doc, would probably come to the bar and look for Coreen or Charlie McGee.
Cata and Sam are most likely to go to each other with Big Problems. If that's out and they can't go to anyone else they trust (which... um... is about one other person for each of them...), they probably wouldn't talk about it at all.
Claudia's still a little bit in the 'bottle it up' MO that was her standard while Joshua was stuck in limbo. If she can't talk to Joshua, these days, she'd most likely go to Artie or Myka with the problem, depending on what the problem is and/or which of them is more readily available. After some more canon stuff, she miiiight see fit to go to Leena for advice, but right now she still doesn't know what to make of Leena's aura stuff and there's some serious DO NOT WANT coming.

In Milliways, Puck and Ava have both faced this problem!

Ava tends to ask strangers random hypotheticals. Usually, these hypotheticals are actual problems in her life, but now she's informing me that totally inaccurate ones would be fun too.

When Puck is having a problem that isn't something that represents a threat to general bar safety, odds are that no one will hear about it at all, ever, except in the form of cryptic jokes and possibly sonnets.
