Cy would not want to touch this as a clone would a new version of his old self. That would hurt too much.

Harth: Would troll his sister. And then work it into a plan to take over the world.
Sabriel: Interrogate it, and then... possibly take it out hunting evils?
Havelock: ...Um. Oh dear. Well, he'd test exactly how similar they were in personality and intelligence. If similar, they would team up to plot out his rise to power. If it was less intelligent, he'd use his other self as a decoy/double.
Canonically, he DOES have a physically-identical twin out there somewhere, who is used against him in that way - and it's implied he keeps the man on afterwards, so this hasn't happened yet, but IT WILL.

Gordon: A lot of uncomfortable fidgeting and not talking much. Because, well, that's Gordon's default response in any unfamiliar situation until something else develops.
Adrian: A brief, silent assessment, and then a demand for arm wrestling; somebody's got to come out on top.
Arcade: "Oh, you poor bastard, you have no idea what you're in for. Let me clue you in on something: God, if such an entity exists, hates us."
Mordin: See Ray.
Belar: "...uh. Huh. How exactly... seriously, though, Mom really thought this was a good idea?" (Since Belar's a god, he's the product of UL joining His Will with the Will of the Universe Herself and thus bringing forth the embodiment of an idea. A clone of Belar would require UL to decide that the Purpose of all Creation required another example of Belar for some reason.)
Vergil: Would ask whose memories the new Huragok carried. Cloning doesn't work the same way for Huragok; they're not biological organisms, they're built from nanomechanical surrogates, and then they're given memory data from their builders.
Medic: Would open fire on him with the Blutsauger in full auto mode, to make sure he wasn't a RED Spy in disguise.
Fawkes: Would ask where the clone came from, and if he knew how he was made.
Ellen: Would probably bolt from the room and not come back without her plasma rifle loaded and ready. The only clones she's encountered were the homicidal Garys of Vault 108.

The mental mantra would be something along the lines of "No no no no no" etc. And then he would either tackle it in a desperate bid to keep it from hurting anyone, or run and hide. I'd have to flip a coin.

Nikola would make absolutely certain it knew it was a clone and then, depending on his point in canon, kill it or contain it somewhere. He's smart enough to know he could never trust it. (Of course, this being Sanctuary, the clone would inevitably escape, and he'd have to get Helen's help to catch it. There'd be a massive showdown with one of those, 'which one is the real you?' moments, and in the end we'd never be sure which one had survived.)
Most of my others would just deal with massive moral dilemmas.
