It's an air temple being built on an island out on the Lake! The Loompas have been working on it for a while.

Hey, the Spirit Tracks Ocean Temple isn't that bad. Except for the boss... But it gets you the whip, which makes up for a lot. And, as I said, the rest of the dungeon isn't bad.

Ancient Cistern in Skyward Sword isn't awful either--and also gives you a whip--it's just...kinda dull? At least when you're in the higher levels and not in the sewers. It also has one of the better bosses of the game.
