Mostly yes to varying degrees.

Robo mostly walks on the bottom of whatever he's in, density being what it is.

Tyler can swim, though he hasn't done much in beyond soaking in a hot tub in years.

Ako can swim and is good at it. This is helped by the fact that Milliways has an excellent year round beach and Mahora has the kinds of baths you normally need to own a a mansion to get the keys to.

Janet can swim and does so mostly for fun. Also, drinks with tiny umbrellas.

Artemis can swim like a fish, when she isn't fighting, just as a random example, a hydrokinetic. She will eventually pick up some rebreathers in canon- they look like Bat models.
Did I mention that trying to swim in a fight with a hydrokinetic sucks? Because it does.
