Tommy didn't cry for days after his son died. He had to feel actual, physical pain before the floodgates opened. Since then, sometimes his nightmares or conversation topic (his son, his dead cousin) will trigger a reaction, though as of this point he has somewhat of a handle on it. But pretty soon in canon, he'll be experiencing random crying jags as a result of his bottled up anger and grief combined with PTSD, and he'll pretty much be a mess. The big jerkface woobie.
This week keeps being rough on me, I overslept, came to work to find my library transformed and now I'm fighting off being sick. One of the people I work with said maybe I should take a day off as tomorrow my library disappears for another event. I probably won't, but its nice that he took the time to think that and understand how I feel to see the place I work not really be mine.
Will hasn't cried in a while as he hasn't had a need so the last time he cried was right after the Allpocalypse and possibly in a dream.
Charles with his telepathy is comfortable crying though he's from an era when that's not what men do, but he thinks that's stupid. I think he last cried after his talk with Gus, because he worries a lot about Gus.
Sameth isn't really a crier though it would probably be healthy for him to be one. His last tears came when he woke from a dream of Kait beside him but she wasn't, they slipped out.
William's from an era when men don't cry but during Slenderman and those nightmares, he cried at the thought of losing Mark.
Moist isn't a crier unless it will soften someone up for a job. He last had unshed tears in his eyes as he was appealing to a rich woman that was his mark.
Jane has been crying a lot lately with Cassandra's fiance dying, the end of her hopes with Tom and now being engaged to Mr. Wisley. She doesn't mean to cry but when she goes to sleep, they leak out.
Demeter cries more in the winter as its a difficult time for her and her last tears were after talking with Louis Hoshi, poor guy.
Tumnus cries fairly easily but hasn't had many reasons to lately. His last tears were of laughter at Lucy and a visiting dwarf.
The Pirate King isn't a crier and I have no idea when he last cried.
Trowa: ...God, I don't know. Probably in canon, several years back! Trowa in general has to make a long-distance call to consult his emotions. There's a canonical scene (which doesn't work with laws of physics I think but never mind) where he sheds a couple of tears in space and asks "Are these... tears...?" in genuine confusion.
Thor, on the other hand: yesterday or today or so! He's not a big crier, but he also has no hang-ups about it. And he's pretty steadily grieving his brother right now.
River has very little ability to stifle her tears, whether it's from sadness or frustration. But I also haven't put her through any major plots recently that would cause it. So... I dunno. A few months? I guess? Maybe?
Regan will not cry in public. Will not. But she's willing to in private, for something major; again, I couldn't tell you what the last thing was. Private worry over Gabriel, probably, since he has long-term health problems and likes to acknowledge them as little as possible while working himself into the ground, and because her kids have been doing pretty well.
Clare: I can't go check right now, but I'm pretty sure she cried in Rabona! Before that... a long time. Years. She might have cried over Elena if things went down a little differently, but they didn't; she might yet, belatedly, but I doubt it.
Trowa's life has not been the most emotionally healthy in the world. :D?
(The tears were when he was blowing up a friend's giant robot. Uh. Sorry, Duo!
Also he may or may not have cried later when he was amnesiac; he had a rain scene, so it wasn't clear. But he was having some traumatic flashbacks on and off at the time, so who knows. All of this is still back when he was 15ish, though.)
Children being children, I wouldn't be surprised if Mia's cried in frustration from trying to get her children to sleep in the middle of the night sometime in the last month.
Lucas, being the emotional and mental mess that he is nowadays, has probably cried at least once since moving more permanently to Milliways.
Lohengrin had a small breakdown once he was sure he was away from Princess Tutu, so within the last couple of days. It's not a matter of shame, as the Knight is from a time when a man crying is simply proof that he can still feel, but rather exclusion.
Hank cried when his grand father died and also when the social stress of being barely high school age and at Harvard got too much for him. He did it in private both times as men don't cry in his time.
Andrea just cried a whole bunch but it was in pain and not catharsis. Before that she grieved for having to kill her BFF and partner who was bitten by a werewolf and went loupe, i.e. an incurably insane werewolf.
Possible new pup: Anton shed tears over vodka with the rest of his team after the death of Tiger Cub.
I'm pretty sure the last time Elle actually cried, of her own volition, was immediately after she killed Sylar no it was when Ava kidnapped her during the Slendyplot and my memory is terrible.
Asami hasn't cried for a long time, and very rarely does at all.
Leslie, uh, I have her as very near her wedding, and it's Leslie, so it's safe to assume that it's happened pretty recently. She's pretty okay with being emotional.
Marceline also doesn't cry all that often, though I don't think of her as through "I Remember You" yet.
Katara gets stereotyped as a "preachy crybaby," but Iiii honestly can't recall that many times in season 1 when she actually does cry. She gets upset a lot, but I don't know if any of those times included crying.
I'm not sure Manny would be physically capable of it, though I am sure there is some skeleton equivalent. Still, he wouldn't think of himself as having a lot to cry about, which I guess may be ironic given the whole having died thing.
Mark probably cried last about a week or so ago, when he found his mother passed out drunk on the kitchen floor, and she asked him why he had to fight with his father. (As if it was his fault that Nolan had left.) She apologized the very next morning at breakfast for making the accusation, and they had a talk about who Nolan really was, but I see him breaking down in his own bedroom after he put his mother to bed.
This, by the way, is canon. Kirkman treats his characters like shit sometimes (as anyone who reads "The Walking Dead" will attest).
Weirdly enough, Autor last shed a few tears in this thread. He was trying to get Rabastan to agree not to cast another sleeping spell on him--primarily due to the fear of a slit throat. Additionally, he was stressed beyond belief from being thrust into Milliways proper; living in the bar is a hard adjustment for an attention-seeking, isolated introvert-at-heart.
Obviously it was the first time he'd cried in years, yadda yadda yadda, but I know exactly when he'll cry next, and cry hard.
Mel and Steph watched Old Yeller last night. Shut up, okay?
Dinah last cried on her last re-read of Little Women. Before that, she punched some guy that non-meta humans really should be punching. that brought on some tears.
Renee hasn't cried since Charlie's funeral.
Mac last cried when he was a boy and a bad man burned down his village. But he's really not talking about that.
Will denies having cried when his father whipped him on Davey Jones' ship.
Korra cried after returning from Herrick with Voodoo that time.
Lawton didn't even cry when Eddie died. He doesn't cry, he gets angry.
OH RIGHT YES I forgot that that was after Rabona and not before! Also, that they were both weepy messes. Yes, right, Clare totally cried most recently then.
Mike doesn't cry much for himself, but for other people. Especially when those other people are fictional.
Raph on the other hand, isn't all that swayed by fiction. He generally cries when his frustration can't find another outlet. It's one of the reasons he punches so many things.
Splinter never cries in the presence of other people. I think the last time he did so was when Mike was in ICU after the Allpocalypse, and only because he knew he was utterly alone.
Bumi cried like a baby after his father died, but only a week or so after the funeral, and not in front of his family. He has a confidant who is now on the Council of Elders at the Western Air Temple who he turns to for such things.
Aang cries all the damn time. Well...not like Ember Island Katara level of crying, but he's been known to tear up when the pressure and stress build up. Wee!Aang is still in Book One, so I'm not sure when the very last time he cried was.
Braids cries as he tends to Billy Idol, who is still comatose after his run in with Bucky and Slenderman.
Ida It's not within her programming parameters to cry.
Your answer for Mike makes me reconsider my answer for Andrea as she reads and loves romance novels and would have teared up at least once in the past week.
I probably wouldn't have thought of it at all if I haven't personally been a giant blubbering mess in the wake of having finished The Fault in Our Stars. Cripes almighty!
Honestly though, in canon? The only turtle we see crying is Raph. In fact, it's really Raph in the icon above. He cries a lot.
LOL actually I just wrote a backstory fic that involves a time that probably was the last time she cried, as she got very good, very early at the whole stiff-upper-lip thing. Not that she hasn't wanted to inside, but she's been good at not showing it. I have plans for what will finally break the floodgates, though.
It's also been a while since Jack cried, though more recently than M. His life is very not okay, but it's kind of settled into this hollow, numbing depression. Actually the last time that I can really pinpoint at the moment is probably after his Conversation With a Not-So-Dead Person, Audrey Raines.
Gordon and Alyx got into a pretty big fight after Eli Vance died and the news about the G-Man's involvement came out. The last time Gordon cried was when the two of them made up. Before that, it was during HL 2 Episode 2; he briefly stopped the car on their way to White Forest and had a Very Bad Moment because he'd come so very close to losing Alyx, even with the Vortigaunts' intervention.
When the Combine destroyed White Forest, Gordon and Adrian Shephard were out on a mission. Shephard kept himself together pretty well for that and through the weeks of overland travel and scavenging/foraging that followed as they headed for the hidden Appalachian community the Resistance headquarters had evacuated to, but he broke down and got all weepy when he and Gordon made it to safety and he saw his momma again.
And Ellen... wanted to cry after everything that happened on her and Voodoo's mission to the Pitt, but refused to do so in front of him and spent several months pretty flat-out emotionally numb after that. The only person who knows about that is Knight-Captain Colvin. I think the last time she cried before the Pitt mission was... probably after Adams Air Force Base was destroyed, because it is a very heavy thing to be the Scourge of God, even when it has to be done.
... although, come to think of it, she may have cried a little after Second Pandora revealed that with the exception of one chapter in the Mojave, outside of the Capital Region, pretty much everybody else in the Brotherhood of Steel is dead.

Cy last cried when his mom died.
Charlie most likely cried tears of joy at his resurrection. And cried in private when he realized his cancer was incurable.
Knox found himself crying, if briefly, when his dad had a heart attack.
Kirk was last seen crying at Spock's funeral. I suspect he found time to cry for David Marcus, though.
