Substitute DE: Albuquerque resident asks, "What is so confusing about this city?"
What is something your pup would randomly say out loud and/or out of context that might confuse or startle someone? Along the lines of, "Oh crap, did I leave the iron on?" or "I knew I should've taken a left turn at Albuquerque!"

Gene - is nothing but a stream of random, colourful, hilarious one-liners. Most of them are insults of some sort. They're probably only confusing if you're a) not British, or b) not following the context of the conversation going on.
Javert - is prone to muttering to himself, out loud. Comments about burning his coat, and the relative heat of stoves in relation to this, are probably quite random from an outsider's POV. He's also prone to running on in conversation, regardless of whether he's still being listened to - at least in brick!canon. This may not startle someone, but is easily confusing.

Shephard's learned some cussing from French Canadians, and Quebecois sacres don't really make a whole lot of sense to people outside Quebec. Especially since in Quebecois cursing, the English-language cuss words generally aren't treated as much more potent than 'oh damn' or 'you asshole' but the religious bits are considered unspeakably filthy, so he'd be putting all the rage and emphasis on the end of the sentence that sounds like he's talking about the parts of a cathedral.
Alternatively, I'm reasonably sure that his Dutch cussing would also confuse the hell out of people, since he generally cuts straight to the high caliber terms like "Pokkelijder kankerbitch!". The first word literally means 'pox sufferer'; the second word means 'unspeakably horrible person who not only has cancer but who induces cancer in others just by existing'. Dutch disease cussing is not something you really find in a lot of other languages and that tends to throw people off.

River, uh... pick a line of dialogue, any line of dialogue! River does this all the time, enough that I can't think of any particular catchphrase or whatever to specify.
Regan also doesn't really say things randomly, as a rule. If she's comfortable at home, though, she's probably given to muttering occasionally at the book she's reading -- "Oh, that's just ridiculous" or "...you idiot, come on," or whatever.
Clare doesn't talk a lot, but she also doesn't think that hard about her audience and whether what she's saying makes sense to the people around. So I can't think of an example, per se, but she does this kind of thing. (What she's more likely to startle people with is suddenly pulling out her sword, or otherwise reacting to an aura she's sensing which is not detectable to human senses, and not bothering to explain what she's doing until the fight scene's over.)
Thor isn't actually terribly prone to this. He's pretty socially attuned; if he's talking, he's trying to communicate, even if what he says might confuse someone due to a culture gap or whatever. He might, however, say something to Heimdall if it seemed warranted, while outside of Asgard, and that means speaking up to the empty air.
Enjolras: a continuation of a previous argument he just thought of a new counter to, or a turn of rhetoric for a pamphlet, or something, and in certain circumstances he is definitely prone to abruptly embarking on a speech. He's also totally someone who argues with newspapers while reading them, although sometimes he just glares. But it's worth noting also that this depends on where he is and who's around; a certain level of republican sentiment is just part of the public discourse, especially if you're a rich student (who's absolutely willing to use his privilege to political ends), but a level over that and/or in the wrong ears gets you the attention of the police for illicit political activities. Since that's exactly what Enjolras is engaged in, along with a lot of friends and a lot of other revolutionary groups, he's very aware of that risk. In Milliways, this will change, because neither the French government nor its police hold any sway here, but some habits will still hold to some extent.

Fairy Fixit on the other hand thinks out loud and has a habit of using jargon and abbreviations all over the place. She might slip up once in a while and shout "oh my Guthix!" but then be embarrassed because she is supposed to be a misotheist

Charles has trained himself to not speak randomly, because he's hearing people's thoughts and if you react to the thought and not the words, people worry about you. This was something he learned very young when his mother kept giving him looks.
Moist watches all of his words but a lot of things about the Disc sound weird without context.
Sameth is the one of mine who's the most prone to randomness because he tends to be constantly working on things in his head and it comes out. Since he's a prince, people at home are used to him working on things and going oh that would work.
William doesn't really do this since its a way to draw attention to yourself.
Demeter if she mutters or reacts will do it in Greek, which can be surprising.
Tumnus does mutter to himself a little but nothing really strange.
The Pirate King randomly sings and his canon has its own logic.

(Being Bound can do weird things to your expected diet when a pup is willing to experiment.)
Err. Well there is Robo's slight tendency to slide into old timey, not real swearing? I expect a certain amount of that to come out if/when he sees anything with Jaeger tech. Or comparisons that point out how crazy his existence really is.
