If your pup is Bound or dead or dead and Bound, their tab is being covered by the Joe Manco Fund, which is always taking donations from those who are feeling generous.

If your pup is a child according to the rules of their society and species, their tab is being covered by Phil, which essentially means Mel is paying for them out of her enormous head-of-Security salary (and her day job.)

If your pup is eligible for these things and has nevertheless been paying, that's very generous of them and Bar thanks them for the donation.

I assume that Bar lets people know when they try to pay. Or they can see that their tab on the board isn't going up. There's probably a Joe Manco sign, but Mel hates paperwork.

Phil is the fund that Mel set up back in I-don't-know-when to feed the children.

After the Phoenix plot, so 2006?
