I think the original quote goes something like "quis custodiet ipsos custodes?" or, in English, "who will guard the guards?"

I don't know how the diskworld version goes, though.

I found an abridged quote which goes as follows:
Someone, I want to say Vetinari, asks him 'quis custodies ipsos custodes' ('Who watches the watchmen?' is how Pratchett translates it). Vimes's immediate reaction is 'Me'. When asked who guards him, he replies, 'I do that too.'

This sort of works for Anton as throughout his canon he is asking if what the Watch is doing is really the right thing.
