Ellen is kind of horrible at cooking. She tried to follow along and learn how in the Vault, but even with the limited repertoire of stored foods there she wasn't very good. She's about at the level of 'kill it, skin it, and put it on a stick over a fire' at best, which is why she's glad she has Wadsworth to do the cooking (Jerald isn't very good at it either, but he's better than her).
Gordon's pretty good at doing things with starch, mostly things like rosti and spaetzle. However, he also has a geek stomach and will more or less eat anything put in front of him that isn't still alive and wasn't formerly sapient.
Shephard can cook a little but is not very creative about it and requires an index card with a standardized recipe on it, unless he has memorized the recipe backwards and forwards instead (this occurred with a few of the mass-feeding meals when he had KP). If you put him in charge of an institutional kitchen he'll do all right but it won't end well if he has to do individual meals or variations on a theme.
I am reasonably sure that Stacker Pentecost is a freaking brilliant cook with a specialization in Japanese cuisine, sub-specialization 'whatever makes little Mako feel better'. I am also pretty sure that he made his deals with Hannibal Chau over multiple bowls of Hong Kong street noodles and harbors a greater fondness for them than he will admit.
Edward Kenway's only comment in canon about food is that he wants food that won't make him sick. We never actually see him eating and the only time he acquires food for the ship is when you play the harpoon-a-sea-creature minigame. I don't think he can cook much- yet. He'll eventually have to learn.
Varric can probably cook several specific things very, very well, because that kind of thing makes you popular with the ladies.
Medic is a passable cook, although he would be fine with eating the same thing seven days a week if he didn't run out of ingredients and have to improvise, I think.
And Santo is all right at cooking but it wouldn't surprise me if he paid someone to do that and clean his house for him. He's a busy man. not much time for dealing with the stove.
Jess loves food but I think she's more into eating out. If she's cooking, it is going to be simple but still tasty.
Hank has a cafeteria for food thank you very much. I think he also tends to think of it as fuel but can take pleasure in it when not distracted by the latest project.
Mulan is a decent field cook but don't expect fancy. She can appreciate fancy food but prefers more simple meals.
Lady Trent/Isabella has servants for cooking. Later she will become a passable but really not a good cook. Due to her station, she's more inclined, and expected, to find a good cook rather than to be a good cook.
Brimstone doesn't really consider food.
Ethan is a good with a camp fire and maybe with a stove as well. He appreciates food and its taste but doesn't make a big deal of it.
Sam is a good cook and loves to cook for people, especially breakfast. ; p
Andrea is not picky about food and would much rather pay someone to make food than cook her own.
Hilariously enough, Stitch can cook according to canon. I don't imagine it's a skill that's employed all that often (or encouraged, given the state of the kitchen afterwards) but we know he makes the girls' lunches sometimes and that he bakes a mean birthday cake. The trouble is that I suspect Stitch makes what Stitch likes. This probably leads to Nani eating PB&J often enough to get raised eyebrows at work.

Dixie is strictly a roomservice gal.
Juliet grills and poaches chicken. She's rather good at it (she's the only reason Shawn doesn't starve most of the time).
Pinkie is THE baker, as stated here before.
Eponine has very, very little experience in the kitchen - and very little memory in that way.
