There are three things in this world that Shephard fears, so unless the boggart is capable of taking the form of "you're flying!", it's either going to be a clown or one of the winged monkeys from the Wizard of Oz. Either way, there are going to be bullets in it within seconds. Possibly knives or an axe or maybe a pipe wrench. Depends on what his hand falls on first.
In which case he'd sit down on the floor, announce "I ain't fuckin' goin', you can't fuckin' make me," and proceed to pipe-wrench the legs of any aspect of the boggart that might try to get him to get up and get on board.
ETA: I remembered Hermione's failure fear involving Professor McGonagall telling her she'd failed. If the boggart turned into Alyx or someone else giving him an order to get in there and fly, I'm pretty sure he'd ask them "Are you fuckin' with me, ma'am/sir?", because that is about as much testing of his orders' limits as he can get away with should they turn out to be the real thing. Failure to answer to his satisfaction probably means pipe wrench time, because he really doesn't take being scared well.
Jessica: First thought was either Madame Hydra or Morgan Le Fay but I think it'd be more likely a skrull nowadays and it would get a face full of bioelectrical energy.
Andrea: Her aunt and it'll be eating lots of lead, bolts, or arrows.
Hank: At this point in canon, likely the CIA agent who's been bullying him in the cafeteria. Or Erik. I think Hank would stand up to it, but not attack it unless it tried to attack him.
Ethan: A Native America child, doesn't matter what tribe but likely Navaho by the hints we've been given. He'd likely break down. Oh, who am I kidding with that answer? Ethan would get his soulful, hurt puppy look and try and comfort the child.
Quin: Dooku, or maybe Vader, and he'd attack with whatever weapon he could get his hands on.
Mulan: The wraith and she'd attack.

Brimstone: The seraph Emperor but he would study the creature since he wouldn't be fooled.
Lady Trent: Her mother being very disapproving and Isabella would stand her ground.
