"Did he just say what I think he just said?" murmurs a head with dull gray scales.

"Telepathic communication is forbidden except for those bearing a Class 'E' thinking license, as noted in the town charter, subsection F, paragraph 3," remarks a head with blue scales.

"Wait, town what? I didn't- Aw shoot, have I been doing wrong?"

The Dark Dragon is quick to assure Lucas that no, no he has not.

"Oh but this... This's Milliways. This is where we live, not any town."

"But you can never be too careful!" pipes up a head with purplish scales. "Never! No amount of care will ever be sufficient to stave off the apathy that eats at your soul even now!"

"Well, I ain't been thrown in jail yet fer it, so I ain't exactly worried. An' if the Dark Dragon can't, they'd have to take it up with him anyway."

So it sounds like he doesn't care anyway.
