Ellen... washes if she has the resources to do so, and runs her fingers through her hair until it doesn't hurt to run her fingers through her hair, because otherwise her helmet will inevitably lead to her hair trying to felt itself or something. Fawkes washes if he can and will sometimes scrub down with sand, because supermutant skin is tough enough to stand up to that. Varric very carefully shaves just enough to leave interesting stubble and makes a point of decent hair care and may very well have specialty combs for making his chest hair more impressive. Santo shaves virtually everything (seriously, either that or he's one of those people born without the genes for body hair, if Santo vs. the Martian Invasion is anything to go by) and makes sure he's got a properly clean and spiffy mask for the occasion. Stacker is very careful about maintaining a properly groomed and disciplined appearance. Edward Kenway makes an attempt at shaving, but dude, he's on a boat nine tenths of the time, c'mon. Also, pirate. Wee Mad Arthur tends to do most of his grooming as a reaction to falling into disgusting things, honestly.
Ahsoka: General hygiene and not much else I think. Asajj: Currently shaves her head and likely paints wicked eyeliner wings. Ethan: You know that boy spends a good deal of time on his hair. Well, as much as he can with the products he has available. Hank: Doesn't spend much time aside from shaving and maybe a little hair gel to keep his hair out of his face. Izana: I think they do take care in their appearance. A little hair styling and perhaps even a little make-up. In the future maybe they'll do more. Luidaeg: It varies and depends on the situation/people. More often than not, she'll just glamour what she needs/wants. Quinlan: Spends most of his time grooming taking care of his hair and shaving. Rollo: Now that he is trying to reclaim himself, he baths everyday and trims his hair and beard to keep them neat. They are still kept long. Selina: Is very good at keeping clean. She cuts her own hair and always at least has some form of lipstick on. Expanding on Izana a bit here as they are proving interesting. I think that they do wear some makeup but it is limited to what would bring out their eyes, as they believe that to be their best feature. I doubt cosmetics like foundation exist in this canon humans (with an exception or three) photosynthesize and so I doubt they'd want to put anything on their skin that could interfere with that.
I can see nail polish on special occasions, as well. I think more care is given to their uniform than their appearance.

To be honest, this is a question I've given a ridiculous amount of thought to. I know two things about Dejah: 1. She does not like to sit still for things she considers to be a waste of time and 2. She has people. Lots of people. A virtual batallion of servants and assistants. Head canon says she actually has an admin whose sole purpose is to be on hand to take notes while she's in the bath, because yes, that is where all the best ideas live.
That said, movie canon is that she's always well put together, even when she's in the desert traveling by thoat back. I don't believe in the magical cosmetic fairies, so that says she considers looking good to be a Thing. I mean, she had earrings on, for Issus's sake. She even looks good coming out of the gym. (Ninth Ray witchcraft, I tell you.)
So I suppose she actually has a regime. She has special soaps and creams and oils she applies before and after bathing. She has vanity in her rooms, with little pots of kohl and finely ground minerals, and a vase of little brushes to apply them all. She wears perfumes, spices over floral scents, all very subtle. She has a jewelry collection (and still wears the same earrings all the time). That hair alone must take ten minutes of brushing.
A Jeddak must look the part, and it's a part of her armor against the world.
See, I look at points one and two and mentally combine them for a result of Dejah having a specialized set of personal appearance servants and assistants who move with the coordination and speed of a NASCAR pit crew, so that it takes them thirty seconds to get her from 'just got out of bed' to 'ready to meet with the bigwigs now'.
That's not too far from the truth, except with the movie canon, it's more thirty seconds from "she hasn't slept yet because she's been working in the lab all night" to "meeting with big wigs".
Eriond: He always makes sure to give Horse a good grooming whenever Horse bothers to want one and it's not spoiling him too much (because Horse likes attention).

Tumnus brushes his fur, makes sure his horns are neat and picks a clean scarf.
Athelstan likes to be clean, even if that means he has to go and wash in an ice-cold fjord. As for his hair, he hasn't settled on what style he likes best for it yet, and won't... like, ever.
Amascut can change her appearance via divine powers and whatnot but she prefers keeping one look -- young adult, female, strong, red haired, red eyed, and with tanned skin of variable darkness (traits omitted or added as applicable to the species she's "dressed up" as) -- and inducing faceblindness in or broadcasting somebody else's problem vibes at people who look her way. I almost want to say that Fairy Fixit is a typical absent-minded engineer/squint but look at her outfit. She wears what may look like the drab work clothes of a mechanic, but she's wearing elbow length form fitting work gloves, sleek knee high boots, and that puffy cap-like work helmet omg. And I have mentioned that only she and the Tooth Fairy General (who I headcanon as her sister) wear those extremely poofy pants, right? She cares about her appearance. So... I suppose she spends some time every morning getting her hair and ears and eyes just right.
