Knock everyone unconscious and toss them in the cells.

Fire some bolts loaded with nets from his gauntlet over everyone and toss them in the cells.

Gene is right in the middle of it. And probably started it. He gets in a lot of hectic brawls.

Javert arrests everyone.

Valjean does not fight, but will give medical aid if it's needed.

Courfeyrac gets stuck in. It's presumably for a cause he believes in.

Bruce Wayne, yep, right in there.

Bruce Banner gets the hell out of there, right until someone hits him and then...gets angry.

Pearly is killing people with a smile on his face.

Moriarty orchestrated the whole affair, and is sitting at the back with a cool drink, laughing. Or monitoring it on camera.

Unless Thor or Bruce Banner's Other Guy or a similar sort is involved, there's a long period of Invincible carefully restraining people as they break bottles, beer mugs, and bar stools over his head and he ignores them. In the end, his uniform is trashed (again; it's a thing) and he's desperately in need of a shower.

If the big guns are in the brawl, he moves it outside. He's had buildings collapse on him before; he doesn't like it.

Either pull his idiot buddy who started it out of the fracas, or finish it himself. Potentially both.

Enjolras: see Shephard's answer up there. Protect his friend and make a quick withdrawal, or finish the fight, or potentially both. Enjolras doesn't have a lot of middle gears, really; of course he can fight nonlethally, and will, but his mental modes are basically "disengage, be as minimally involved as possible" or "do whatever you need to do to end this fast and hard." And his canon is not one of action-movie-style low-consequences violence; he expects a blow to the head or knee or whatever to do the kind of damage it'd actually do in real life.

Cosette: Scramble for the exit in a floof of petticoats and distress. Cosette's life has not prepared her for bar brawls.

Thor: At Milliways: BREAK IT UP, FOLKS, OR TAKE IT OUTSIDE, and start collaring anybody who doesn't listen and draping them over rafters or whatever. Otherwise (or outside), if it's full of humans or similarly breakable people: wade in very carefully. If it's full of people of Asgardian-level toughness: wade in gleefully and, uh... not very carefully.

Kazul: If it's a dragon brawl, she's the one going YOU'RE ALL BEING IDIOTS FOR PITY'S SAKE while, uh, throwing herself into it as thoroughly and gleefully as anybody else. She'll just grumble before and after and possibly during. If it's a human brawl, unless it involves swords and spears, she's probably just gonna stand there and watch it happen around her. Unless she feels the need to try to shut it down, either verbally or with a warning shot of fire (aimed to startle, not aimed to hit anyone).

Briareus I'm honestly not sure of. Depends on if he sees folks who can't handle the fight I guess?

Asajj steals a bottle of something tasty and sits back to watch.

Cassie is in the middle of it, making sure it ends quickly and painfully for the other guy. Unless Jin started it, in which case, she's grabbing him by the collar and tossing him out.

Garyn...well, it depends. If he's intimately involved, he could be too caught up in his own rage to stop. But more than likely, he's trying to extricate himself from the fight. He doesn't want to end up in a jail cell again.

Raiden will unleash one warning shot of lightning before going in to end this nonsense.

Sheogorath has pulled up a stool and brought the popcorn.

Teja breaks it up and cells everybody who protests, most likely pissing off both sides of the original fight, and caring not one bit.

Ragnar grabs a stool and gets in to see what's happening here.

Father Harman walks around it, then alerts Security if none of them is there.

Hannibal sits down with a glass of wine and watches the lovely, shimmering arcs of blood in the air.

Dorian finds it all very exciting and authentic, and may pick himself some injured party to help clean up.

Madame Thénardier screeches at them ineffectively, to stop, because they distract her from her book.

Katrina Crane helps the wounded.

Lady Margolotta disapproves.

Juliet: Try to make citizens arrests and fail at it.

Eponine: Steal everyone's watches while they aren't looking.
