In Britain, as I understand it, "fancy dress" is what Americans would call a costume party, rather than meaning fancy formalwear like tuxes and ballgowns. (Somebody correct me if I'm getting any nuances of transcontinental terminology wrong!"

Ahaha yes, fancy dress in the UK means costumes (Halloween, vicars and tarts, etc). Formal parties have various names but a 'ball' springs to mind with what you described.

Well, it does, but in my experience we don't actually use the full phrase "fancy dress party" or "fancy dress ball" very often (although obviously someone just did, so maybe it's regional or something). "Fancy dress" does just mean dressing up fancy, though.

I think the first time I encountered the UK sense of "fancy dress party" was in The Hitchhiker's Guide to the Galaxy, when Arthur was talking about when he and Trillian first met Zaphod, and until I found out it meant a costume party I could not for the life of me figure out why formalwear made it plausible for Zaphod to have a birdcage over his second head.
