Putting this up early so I don't forget because work stinks, as usual.
What is your character like when they're really, really drunk? Alternatively, if they never are, why?
Yes, I know that alcohol is the permitted drug of choice in our Western/globalised culture, and the validity of that (or prohibiting other drugs) is debatable, but Milliways is a bar, so bear with me.-

Javert - actually knows, now! And the answer is maudlin. But his brief phase of drinking is pretty much over, so it probably won't happen again.
Valjean, Banner, Wayne - doesn't happen. Valjean because he doesn't allow himself anything unnecessary to live - what if he had a good time, omg! No! The worst! - and various other self-denial reasons; Banner because he can't risk losing control, and let's face it, might not even be able to get drunk now anyway; Wayne because Batman. He needs to have full control of himself at all times.
Courfeyrac - just like he is now, only more so. So much more so. Exuberance to the max.
Aubrey - gets stupid, loud, happy, says the wrong thing, sings loudly, throws up, passes out...basically a happy drunk most of the time, because, sailor.
Jim - it doesn't happen very often, and when it does he's normally on his own. Sometimes he needs to create a certain impression so goes out anonymously - see yesterday's EP - and acts like any normal guy out on the lash. He'd never get paralytic out in public though. He will, occasionally, lock himself away with a bottle of whiskey because ugh, life, and he needs to shut his brain up on occasion. Alcohol is not massively effective at this, but it can help.

Eric's thinking it might be a sexual thing for him and he is, quite frankly, finding that a little off-putting ;)

Jim: take the vampires out of the equation, you might be surprised how usual it can be. New variable though! Exciting!
Me: weirdo.

Which isn't to say he won't try and goad him into it for fun some other time, because like I said, weirdo. :\

...Yes.
Cosette also does not get really, really drunk, because that's decidedly not socially acceptable for a woman of her class. (Or, at least, only medicinally, and she doesn't have any health conditions requiring that level of alcoholic anesthetic, thankfully.) If she did, she'd probably be really giggly and affectionate, but with a side option for taking a sudden hard left into crying about all the hard sad stuff she normally ignores as hard as she can.
Thor is an exuberant friendly drunk. Basically: Thor drunk is like Thor sober, but more so.
Kazul is old enough to know better, thank you. She likes a good dish of alcohol-and-sugar-on-fire, or the occasional bucket-size glass of wine, but she doesn't drink to excess these days. In her wild youth there were probably some occasions, though. Kazul very, very drunk is prone to explaining her thoughts about something nerdy at great length, and also prone to accidentally setting things on fire.

BUT VERY POSSIBLY SHE'D JUST BE GIGGLY. It'd depend a lot on the situation and how any conversations went.

(Also, ironically, Curtis's memory functions a little better when he's drunk. He's not trying so hard to repress things, and the alcohol dulls a lot of the mental pain, so it's much easier to remember his pre-freeze life.)

Izana...not sure they are the type to drink, let along drink to excess. Although there is the Japanese cultural thing about drinking to argue in favor of them knowing how to drink properly. I'd say if they were heavily drunk, they'd like sit there and smile at everyone, giving honest compliments to their appearance and character.
Eliot is the life of the party and likely is making sure everyone has a drink in hand. He is one for enjoying the taste of drinks. To quote, "Friends don't let friends drink Long Island Ice Teas." I think he'd also be the one to pull blankets over those who've passed out, plug in their phones, and make sure they are safe.
I'll see if the others wish to speak up later.

Gordon tried to get really, really drunk after Black Mesa. The weird chemicals in his blood basically made him too sick to continue drinking beyond the first few drinks. He has not tried to get drunk since and it kinda bites sometimes.
Ellen has never gotten drunk; it's too dangerous where she lives.
'Really, really drunk' is Wee Mad Arthur's default state.
Hernan Guerra has a Kryptonian liver and has never gotten much past 'hey, nice buzz', despite trying.

Evelyn has yet to get drunk, but Evelyn and drinking tends to involve getting more talkative, giggly, and being willing to egg her friends on to things that she would know if sober are a Really Bad Idea. Also, she becomes willing to play card games. This will eventually have excellent results.
Lois is kind of Lois, but even more so. Piss her off and she will resort to violence much much faster. She also loses her verbal filter and will say the first thing on her mind even if it's something personal she normally manages to hide because her feelings are not for public consumption (though her opinions always are). Also, if she feels like she's in a safe space, she will treat it like her own (e.g., stripping in the Kent kitchen when only Clark's around because it's safe).
Tavi rarely gets drunk and has a reasonable tolerance due to being enormous. He loses some of his self-censoring, and is probably at once a little quicker to be obviously angry and a little more forgiving because eh, it's all good. Also probably a bit maudlin as he doesn't really like getting drunk, for any number of reasons, so there's a lot of "if he is, he's not in the best place anyway."
Anakin has probably never been drunk and I kind of hope he never is. I expect with Padme he'd be a lot more relaxed and snuggly and, uh, otherwise in general that whole angry streak probably just surfaces and no one wants that except Palpatine.

So - yeah.

Eric: "Beautiful butt! Catch me!" *runs away*
I'm looking forward to having Emcee deal with this.

Jehan Prouvaire philosophizes, about art or death or both. Often it's about how we're all inevitably going to die so you might as well [insert inadvisable activity here].
Brienne does not get drunk.
Fantine does, on occasion. When she drinks for fun and not to drown her sorrows or keep herself warm on the street on a freezing January night, she gets happy and a bit giggly.

Charles is also a happy drunk, drinking dulls the edges of everyone's minds and makes it easier for him to enjoy other people's good moods. He hasn't been drinking to get drunk since he left Oxford and even then, he didn't do it very often, he knows his limits.
Quentin, it takes a lot to get him drunk, Faeries have good metabolism, in canon the only thing that can really give them a buzz is goblin fruit. I don't think he's ever been truly drunk, maybe a little buzzed and I think it makes him talkative and silly.
William hasn't been drunk a lot, he likes a drink now and then but the image of the drunkard as a bad thing is big in his time. I think if he was drunk, it would make him either maudlin or angry and getting into stupid fights.
Sameth would either get sad and quiet or get into some project to the point where its like, no, Sameth, come away from the sketching.
Jane doesn't drink to get drunk, that's not socially acceptable for a woman of her station and era. She enjoys the various drinks she does have and they make her more honest and a little flirty.
Moist knows his limits and enjoys drinking but not being drunk. Its only happened once in Bar when he had Atlantean and he talked a lot and the showman part of him came out.
Demeter is hard to get drunk but when she does, she's exuberant and full of life and terribly flirty.
Ivan is sociable drunk, drinking brings out that part of him that likes people and he becomes more visible, he talks and flirts more.
Tumnus, I could see maybe getting drunk at one of the festivals and he gets quiet and silly.
