I also am a sucker for those who should be monsters but aren't. Ben Grimm is a prime example of this.
Being witty, crafty, and/or Machiavellian is another bonus.
ETA: I'm also a sucker for seemingly harmless character who turn out to be badasses once pushed too far. The badass has to fit the character though and not just be generic shoot/stab all the things.
Also, a believable redemption story that doesn't erase the villain's or antihero's basic personality.

People with a steely core of competence that reveals itself most readily in stressful situations. Bonus points if you don't expect that steel core because they act like total doofuses 90% of the time. Bonus bonus points if they use that perception to their advantage, ensuring everyone underestimates them right until the competence strikes.
People who are genuinely trying to do the right thing, whatever form that might take.
I think that covers most of my "COME HERE AND LET ME LOVE YOU" impulses! But I'm sure I'll end up thinking of more later.

(I often jokingly gloss this as "secret badasses!!!" but a lot of them are not actually physically dangerous except in very specific circumstances. Quatre kinda knows how to throw a punch! Like. He practiced, a few times. It's been ... close to a decade. HE'S V. SCARY THANKS.)
... except Legolas and Filif (now retired), who are not shy or reticent. And Sebastian, who is only occasionally competent. I'm not sure where Ben Gates (National Treasure) fell.

Characters who never expected to become heroes, or never wanted to be, but are doing their best with what they've got!

With the exception of the Tracksuits, my type tends toward characters who are intelligent with at least a touch of wit, essentially good people who sometimes question what it means to be a good person, and can play both drama and humor.
The latter is especially true right now, since brain fog has made pure crack the easiest thing for me to make work.
(The Tracksuits are of course, not the brightest guys around, or they wouldn't be low-level thugs, essentially bad people who don't question their lack of morals, and will ruin all your best dramatic moments.)
