Alter plans, yes, he's had enough influence over his formative years from both Dot and Bob for that. Fake accents or act like someone else... nooooot well.
Ahsoka: Much better at adapting plans than when she was younger, still terrible at acting. "Unhand me brigand!"
Sabine: Awesome at adapting plans, and wicked at accents since she has a gift for languages. Not sure about acting off the cuff, but I suspect she'd be good at it.
Touji: Seems like he'd be good at going with the flow. Not sure if he'd be good at starting the flow. Still, he does initiate several changes to the canon group so maybe he'd be good with improv.
Izana: I am quite certain they would be terrible at improv, though pretty adaptable at changing plans.
Tess never just has plans. She has back up plans for back up plans, but can still improvise. She's never really needed to act like someone else, but probably could if she really had to.
Kyolo does not improvise well. He has plans and if they fall through, woe betide any technology in his vicinity.
Ysalwen is excellent at improvisation and altering plans on the fly. She is terrible at fake accents and pretending to be anything other than herself. The best she can do is present only facets of herself, and even then -- it's a really subtle thing, so. Pretty much nah.
X is a planner, and also an in-the-moment calculator of odds and trajectories, so she's pretty good at improv when things go to shit. Fake accents, YEP. Pretend to be a normal person, YEP. But long-term deep cover missions are a no-go, because her ability to fake being a different person tops out at about an hour or so. It used to be 22 minutes!

Quentin's getting better at it, a lot of his training has been that its best to be quiet until you know what to say or rely on being a noble. Toby's been teaching him, that no, that's not the best way, better to be able to think on your feet.
Charles is good, he had to learn fast to hide his telepathy but he's not a good liar. Just amazing at using the information he has to adapt.
William's very good when it comes to adjusting to changing physical situations, he does that in canon and it helps a huge amount. But with larger picture stuff, he sometimes has trouble seeing beyond one set of options.
Sameth's not that great, when he's dealing with the Charter yes and in some fight situations but he can get stuck in terms of not seeing a way out.
Jane's quick and clever and willing to adapt as needed.
Ivan's quick, he had to be to keep up with Miles though he does show how much he can do, that's a bit of a survival mechanism. He doesn't want people looking too hard at him.
Demeter is stubborn but adaptable, part of what makes the Greek gods so dangerous is how they can shift and transform unexpectedly.
Tumnus doesn't move that quickly, he's cautious, smart but not impulsive in how he acts.
YT is very good at improvising and adapting to new situations. She has to be because she almost never thinks things through ahead of time. She doesn't put on accents or pretend to be someone else, but she does frequently bluff her way out of dangerous situations.
