We made up that neither Jedi nor Twi'leks celebrate birthdays. For Jedi it just seems in line with their general monastic way of life, and that it seems likely that many Jedi wouldn't know their exact birth date, given that they're separated from their parents at a young age.
With Twi'leks, there could also especially historically be difficulty documenting birthdays, and they just never carried much cultural significance. They celebrate rights-of-passage sorts of events that are loosely associated with age, but especially after the right-of-passage event that happens when a child is around four years old, specific age is also not considered so important.
So basically, both Hera and Kanan can often forget that birthdays are a thing until someone else on their crew is having one, oops :\
