Cassian believes in love because he has seen it around him. Its one of the things that gives him hope. I don't think he really believes in love at first sight, that's too nice to seem real.
Quentin definitely believes in love but he's also seen some of the downsides of love. Love is complicated in his canon.
Actually most of mine believe in love, few of them don't. Moist doesn't really believe in it. Loves another lever to use.

Bastion doesn't understand why this is a question of belief. Love is an emotion, and even if that's specifically in reference to romantic love, they've seen other people experiencing it at least. It may not be a tangible substance, but it definitely exists.
