Zuko's home is the palace; it's the home he grew up in, the home he was maimed in, the home he reclaimed. He was never happy living on the road in exile with his single ship, he was never content living as a refugee. Like it or not, the capitol of the Fire Nation is his home and he doesn't really want anything else.

Zenigata would just like to stop living out of hotel rooms, thanks. He has a little apartment in Lyon, France and a home in Japan - he used to maintain an apartment away from his ancestral home (The Zenigata family was a Big Deal, despite rising up from peasant stock) in Tokyo near Metro PD headquarters. He really just... wants to be home. That he's lived almost as much of his adult life in France as he did in the country of his birth is upsetting, but he knows it's necessary. But lord, he'd love to be home full time again.
