Zenigata: man, probably like any number of corrupt commissioner or partners he's had over the years. Lupin, half the time, though sometimes Lupin is very reassuring to hear. His son and eldest daughter.

Wilson: Maxwell is already pretty un-reassuring but when he's half transformed into a vaguely vulture-esque monster in the penultimate stage of Adventure Mode is peak un-reassuring.
Wormwood: Any of the city guards from Swinesbury, because the only reason their policing policy can't be described as "shoot first and ask questions later" is because guns are prohibitively expensive in the Hamlet region so they're armed with halberds instead. And between sunset and sunrise they don't even use the halberds and just hit things with their torches, often causing massive collateral damage.
Aradia: Vriska Serket narrowly beats out Jack Noir, because at least Jack Noir is an alternate timeline duplicate of someone she was on friendly terms with.
Cirava: Probably just... any Alternian Empire enforcer drone.
Thurlow: Mr Eaten, who is the very angry ghost of a Master of the Bazaar the others betrayed about a thousand years ago.

Cecil: His double, Kevin - if a voice could be a polar opposite from Cecil's, it's Kevin's. Where Cecil's voice sounds like it could kill you, is an actual cinnamon roll, Kevin's sounds like an actual cinnamon roll, is definitely going to kill you. While smiling.
Klaus: Sir Reginald Effing Hargreeves. AUGH.
Mustang: King Bradley. Honestly, more people who should have been suspicious of a guy named King. It was a clue, folks.

Molly: Magneto. There is a reason she reacts very... expressively... to patronising older men.
Nebula: Thanos. For exactly the same as he's the most comforting voice to her. To a lesser extent, Quill: he's just ANNOYING. And she doesn't trust him around her sister.
Max: the voice of officialdom or (legal) authority; the kind of voice that pulls the mental levers of I know what you are and I can lock you up for it. Something, perhaps, like the sneering of one DCI Ronnie Box... Given his choice of occupation, this is perhaps not ideal for his mental health, but on the other hand absolutely fantastic for his acting skills.
