Jon doesn't have a good grip on 'family'. He is very loyal to his friends, and will fight for those he loves, but... only child raised by a grandmother who didn't know what to do with him. Family ties aren't terribly strong, or something he gets terribly sentimental over.
Klaus... He loves his brothers and sisters (and with today's news, brothers and sister, and whenever I get past S2 Klaus will have ALL the fun correcting any and all references to his siblings with a sharpie). Anyway, he loves them, but he doesn't necessarily like them. Or trust them. But he knows how to be around them? So.
Cecil for a fair portion of canon, defines 'family' as either 'his sister and his niece ' or 'All Of Night Vale', depending on how sentimental he's being/how much Steve Carlsburg is bugging the everloving crap out of him. Then it becomes 'his sister and his niece and his Carlos +/- Old Woman Josie' or 'All Of Night Vale'. Then it becomes his sister and his niece and Carlos and Steve +/- a mysterious niece (who is this niece, help, where did the niece come from) +/- his brother depending on what timeline we're in oh btw that timeline sucks oops' ... or 'All of Night Vale', in turns. Cecil is fiercely defensive of his family, and loves them dearly, and is so, so proud of them. They are the best.
