Marian is exceedingly good at this. She's court-trained, and she is the daughter of the last "Good Sheriff" of Nottingham, who was beloved by the people for his compassion and fair rule. Even though her father bows toward breaking under the new tyranny of the land, Marian never has, and she always strives toward those first ideals (even when it puts her at odds with Robin).

Jo Harvelle is ... only sometimes. She's magnificent at wheedling agreements out of old, grizzle hunters no one can get to do anything. But it's -500% true where it comes to her mother.
Sara Lance is 50% good at this (especially with her crew, people from her past, and random people throughout time) & 50% going to just roll over you remorselessly if she thinks you are deeply in the wrong and don't deserve diplomacy/compromise/her patience.
(Allison Hargreeves can be, and incredibly persuasively so, even without using her powers (and 100% so using them, as no one can resist her commands to reality), but it all depends on her mood and how much leeway there is between her reaction to something and her next action after that reaction. Octavia Blakes's entire answer to this can be summed up for 85% of her characterization in "You are Wonkru or the enemy of Wonkru. Choose", and in the last 15% it becomes so good she saves every human in existence from being killed.)
REALLY GOOD. Allegedly. To the extent that they call him "the negotiator" because of the number of times he solves conflicts by not lightsabering everyone up.

I ASSUME these bits just don't make good telly, so pretend that the only tinmes Obi-Wan has pulled his "sarcastic tigger with a lightsaber" routine are when he's on screen. And every time he's off screen he's just... diplomaticking.
