Zuko: Iroh. He doesn't believe in the whole extended family and siblings things. Big families that love each other aren't mythical but they may as well be. He's got a stepfather now but he'll never call him by anything but his given name. He will never call anyone else 'dad' or 'father' ever again.
Zenigata: Are you a young person in need? You're his child now. That's the rules. Family is four thieves and as many children as Zenigata can fit under the wings of his trenchcoat.
And to add in Vexy, since he's been apped -- Vex's family is the Dark Fae, and they're a pack of ruthless backstabbers. They're mean as fuck, devious, betrayal ridden soup-opera level ridiculous, and after watching the Una Mens obliterate his family, he adapted well to 'nobody is going to look after you but you' and was like that for hundreds of years.
Then the Morrigan dropped a child into his lap, a regretful offspring of a human mating with a fae, resulting in a human child. He wasn't a great dad, but he did his best having been orphaned very young and knowing almost nothing about his own kid beyond that his father was distant and cold. He fucked up a lot.
Later the family will grow into something far more healthy, where he can see support. It's a small and broken family, but you know, it's his.
Jess: To her, family is people she knows would have her back no matter the situation but she wouldn't ask because she doesn't want to risk them. To date, this includes Carol Danvers, Logan, Bruce Banner, Lidsey McCabe, and (begrudgingly) Clint Barton. Close to family folks are Natasha Romanoff, Ben Ulrich, Cindy Moon, Gwen Stacy, and Peter Parker (though he's more a distant cousin).

Gaster's is his children - though, in a good deal of those memories, Asgore is there as well.
Urania's are her sisters - her mother, too, to an extent - though never her father.
Phoenix says it's just Trucy, but there are so many people his heart is tied to...but he's closed them off out of necessity.
Snufkin thinks of the Moomins when he thinks of family. He has no real one of his own, and he's proud of that fact - his life belongs to him and him alone. Moomintroll is the closest he'll ever get to so much as thinking the word home.
For Lup, family is Taako. All the relatives they'd stayed with are little more than blips on her memory (with perhaps the exception of their aunt). But she's starting to include the rest of the crew in with that grouping, little by little.
