Someone is flirting with your character. Do they notice? Are they playing along? Are they comfortable with the positive statements or are they squirming? Or is there some other reaction I’m forgetting?

Klaus will flirt back, because it does mean something.
Cecil uuuusually misses the point, unless it's Carlos, in which case everything is flirting, even (and especially) the things that aren't.
Jon misses a lot of flirting. His team thinks its hilarious. Except Martin. Poor Martin. When he does notice because someone is being both persistent and blatant, he is often annoyed because now isn't really the time, is it?
Chief Gwi would be like a) really, me? Okay... and b) Sorry, not interested. At least he'd be nice about it. (Unless it's from one specific person but he's pretty sure it'll be another 500 years before that happens...

Sherlock Holmes doesn't notice, unless it's Jim.
Vision doesn't notice, unless it's Wanda.

Sharon Carter will notice. If she flirts back, it will be slightly acerbic. She's perfectly comfortable being flirted with and is unruffled by unwanted flirting up to actual harassment, which is the point where she's likely to take matters into her own hands. Caveat: flirting with Sharon will only be successful if you are Bucky Barnes.
Geralt isn't much of a flirt except for when it comes to Yennefer. With her, he is canonically and perpetually moon-eyed. He's good at picking up latent interest from ladies (and men, though he doesn't partake of the latter). He's not terribly comfortable with positive statements and compliments but will happily dish them out. In general, he flirts to get to an endpoint of having sex, and doesn't really engage in it otherwise.

Sabine Wren recognizes it and depending on what she has going might even respond in kind. She does have a preference for ladies though, so sorry guys.
Jessica Drew recognizes it, enjoys the game, but does have to tamp down that fear it's just someone trying to get under her guard and use her.
Viv Vision likely recognizes it but immediately makes it awkward by asking if it is indeed flirting. If the person is male presenting, she will politely point out she has not felt any interest in men/boys.
Ben Hargreeves awkward as fuck and likely blushing if it ever happens. He never got a chance to work it out in life.
Tybalt is likely flirting rings around the person or being so subtle he has to hit the person to make them aware the flirting is occurring.
Alustin loves flirting and is willing to play with anyone. He doesn't take it too seriously but is fine with the game or where it might lead as long as there are no expectations beyond the one encounter.
Wen Qing is likely to scowl or seem distant to anyone flirting with her. This is half cultural norms, such intimate behavior is not familiar to her, and half because she has always had other things to worry about and so avoided any romantic entanglements. I think if anyone were to flirt with her in bar, she'd be silently screaming inside.

Harry: gets hit on 100% w/o realizing it. I swear the man walks around with blinders just for the flirting part... at least for people he's interested in anyway.

Fairy Fixit would be so oblivious. When she finally does notice, most likely it will result in a bunch of apologies and questions but never any flirting back.

And most of the time, he'll flirt back - unless he's wary of the other person for some reason or dislikes them. (Or unless he's really, really confused or trying to avoid complications.)

The only mortal, so far, to successfully flirt with Sariel in bar is Lucy Diamond. That was pretty low key as it was. Desire of the Endless is in a class all her own, which is why I specified mortal just above. I thought about counting Skadi in this, from ages ago, but that was subtext and wordplay in narration, not outright flirtation, and I'm not sure how conscious either pup was of it.

Cassian uses flirting in his work, but when it comes to flirting for himself, he gets kind of shy and awkward. He's so used to hiding who he is that someone liking him for him always surprises him. All of his threads with Emcee have shown this really well.
Quentin's not a huge flirt, but he also had his first relationship end really messily.
Charles thinks people are fascinating and earlier in canon was a big flirt, since he's more heartbroken now and really missing Erik, he's not as much of one. I think he's also especially in Milliways so aware of how people don't really trust telepaths.
Moist finds flirting fun and useful.
Demeter loves flirting, people are charming and wonderful and she enjoys them.
Will S. is kind of an awkward flirt, it took him a while to be comfortable with some of the ways people flirt in Milliways.
William isn't a flirt, he's just awkward and doesn't have much practice.
Ivan's an easy and comfortable flirt, its his default social mode.
Tumnus isn't used to flirting and gets uncomfortable.
