To clear things up:
There is Dream, and there are dreams.
Dream is dreams, but does not necessarily create them. A really bad metaphor would be that normal dreams are like hair; part of him but not really noticed by him. He can be aware of any dream dreamed, because its part of him, but doesn't really pay attention unless he has a reason to.
Which is a long way of saying: do dream-plots. I feel no need to have permission asked of me if you do. I'd love to be notified (Hey. Soandso is having a big nightmare on (x) date.) so that I can make sure I read it, but even then I don't expect everyone to do that. The only time I'd like anyone to ask me first is if the intend to have capital-D-Dream as an inherent part of the plot.
Even in the little-d-dream plots, however, if you-the-plotter desire, capital-D-Dream will take pretty much whatever variation on "cryptic and unhelpful" you want as far as telling people what the dreams mean. Just, again, let me know if you want him to offer up pertinent bits of information.

Dream can also be thought of as, well, "Thought", but it doesn't have a "D", so...yeah.
In canon, however, he does indeed deal with waking visions, hallucinations, all that jazz.
