Totally a jack o'lantern.

"I've crossed into something, that's for damn sure." He fails to look impressed by the Fool's theatrics, but he's been putting up with Capitol sponsors for almost a quarter century.

And his eyes are glowing, and not in the poetical sense. It's an ugly body mod.

Meh. No one appreciates him. It's tragic.

"It's gotta be better than the decor."

He raises an eyebrow - figures this part of his brain has no sense of style at all.
