Questions can be about plot holes, unexplained happenings, motivations, or whatever, and the pup's answers can either be thought out and explained (and of course the answers can be your own headcanon), or not! Curtis, why did they do a head count? I mean, it's a train. Where the hell do they think people are going to go?

They did it to adjust the food rations. You missed head count three times in a row, you got stricken off the rations count permanently. Didn't matter if you were too sick or weak to get up to the distribution point. Guess Wilford got pissed we weren't respecting his generosity enough.
